Change Capacity Deficit

Change capacity is the organization's ability to absorb new expectations and sustain different working habits. It includes skills, but also time, managerial support, and access to help when something goes wrong. An enthusiastic workforce can still lack the capacity to carry another transformation.
This signal points to the absence of structured upskilling and reliance on ad hoc capability building. In that environment, a few confident users advance while colleagues depend on occasional demonstrations or informal assistance. Knowledge remains concentrated, and the broader organization cannot reliably use what has been introduced.
Within 60 days, establish a structured learning program tied to the priority workflows. Basic literacy should lead into practice relevant to each role, including recognizing unsuitable uses, reviewing outputs, and escalating uncertainty. Build a small network of internal champions; ten may be a sensible initial cohort, with coverage determined by the organization. Give them protected time and a defined support role.
The schedule must include something that stops or becomes lighter. Adding training to a full workload merely relocates the capacity problem. Judge progress through competent use in real tasks and reduced dependence on a few specialists, alongside participation in the program.
