Measurement Vacuum

Measurement Vacuum exists when nobody can credibly connect AI activity to an intended business result. A presentation may show rising usage, enthusiastic feedback, or estimated hours saved, while finance and operations remain unable to say what improved or what it cost.

The signal focuses on two weaknesses together: success measures were not agreed in advance, and current reporting relies only on activity or headline productivity measures. Time saved can be valuable evidence. The missing step is explaining what happens to that capacity. Does it reduce overtime, increase throughput, improve service, or allow work that previously went undone? Hours released do not automatically become cash savings. Equally, a quality improvement or a reduction in exposure can be worthwhile without appearing immediately as lower operating expense.

Require finance to agree the value case for funded initiatives. For the three largest current investments, reconstruct the baseline where credible records allow, disclose uncertainty, and establish prospective measurement where they do not. Include implementation, integration, support, and ongoing usage costs. Exploration can have a learning objective, but it still needs a spending limit and a decision date. Recovery means leaders can distinguish demonstrated value, plausible value still being tested, and unsupported claims.
